En opeens was heel accountancyland in rep en roer doordat de AFM in een persbericht kenbaar maakte dat zij vindt dat accountants tekort schieten in de kwaliteit van haar controlewerkzaamheden. Dat is de tweede klap in korte tijd die de sector moet incasseren vlak nadat DNB ook al rondom het thema pensioenen haar kritiek had geuit. Of het nu terecht is of niet, het zet de sector niet echt in een goed daglicht en dat terwijl de relatie tussen ondernemers en accountants al aardig onder druk staat. Los van de inhoudelijke kritiek die wordt geleverd, is het niet zoals burger klaagt op de politie die vindt dat haar veiligheid niet voldoende wordt gewaarborgd? Hierin zit wel een groot verschil dat in deze situatie mijns inziens ik als burger inderdaad de overheid, het politie apparaat daarop mag aanspreken. Maar in het geval van accountants ligt dat toch wat anders. Het betreft commerciële organisaties waarvan de meeste met een winstoogmerk. Vanuit de overheid wordt haar strenge regelgeving opgelegd waarbij een toezichthouder deze tracht te handhaven. Ondernemers mogen niet frauderen en er wordt van accountantskantoren verwacht dat zij erop toezien dat dit niet gebeurd aan de hand van de administratie die wordt gevoerd.

Hoe de AFM de accountantskantoren positioneert is als de politie voor het bedrijfsleven, maar wel een commerciële variant daarvan. Hierbij bekruipt mij het gevoel van een beveiligingsbedrijf die op basis van uniformen nog iets van autoriteit proberen uit te stralen maar waarbij de gemiddelde burger ze eigenlijk niet serieus neemt, de stadswachten u kent ze wel. Ik kan me zo voorstellen dat de accountants zichzelf nu in een soort van catch 22 situatie terecht vinden komen. Zij voert een commerciele onderneming met klanten die alsmaar mondiger en slimmer worden en er zelf vanalles aan doen om zo min mogelijk belasting te hoeven betalen. Sterker nog de accountant wordt onder druk gezet om misschien wel heel dicht tegen dat randje aan te lopen. Dan is daar de overheid die verwacht dat zij de wet- en regelgeving goed toepast. Als een politieagent voor ondernemers erop toeziet dat er niets verkeerd gaat. En daar worden volgens mij een aantal tegenstrijdige belangen met elkaar verstrengeld waardoor een accountant het nooit goed kan doen. Sterker nog, het altijd verkeerd doet. De accountant heeft niet echt een mandaat wanneer zij ziet dat er zaken niet goed worden gedaan. Daar bovenop haar commerciële drijfveer die altijd om de hoek komt kijken. Neen, aan de hand van wetten, regels, HT convenanten, audit trails en wat al niet meer proberen we de link tussen accountants en de overheid strak en gestructureerd te houden. Lastig verhaal. De oplossing? Maak van de NBA een vakbond en nu ze toch bezig zijn de titels RA en AA te laten varen voor accountant doe het dan gelijk goed en maak er ‘bedrijfspolitie’ van. Creëer van alle accountancy kantoren een overheidsorgaan, een bedrijfspolitie, laat het geheel fuseren met de AFM en 15.000 kantoren hebben heel wat zorgen minder. Moeten we alleen nog bedenken onder welk ministerie dit precies gaat vallen, financiële zaken, economische zaken of justitie. De kans op nieuwe verkiezingen is daar dus mooie opportunity om het in het verkiezingsprogramma mee te nemen.
