Brengt XBRL orde in de chaos?

Een gemiddeld accountantskantoor verzorgt voor een groot aantal klanten de financiële administratie. Hiervoor worden verschillende financiële softwarepakketten gebruikt, al dan niet online. Voor vele klanten worden BTW aangiftes opgesteld en verzonden. Het is aannemelijk dat het accountantskantoor ook daarvoor verschillende systemen gebruikt. Veel BTW aangiften worden nog steeds via de website van de belastingdienst ingevoerd. Een extra slag, want goede boekhoudsoftware biedt die mogelijkheid ook.

Mogelijk worden er nog tussentijdse rapportages naar de klant verzonden. Ook dit zal dan waarschijnlijk weer vanuit verschillende systemen worden gedaan, bijvoorbeeld in Excel of vanuit een rapportengenerator. Na afloop van het boekjaar wordt er een jaarrekening en belastingaangifte opgesteld. Waarmee? Ach, laten we dat ook maar in verschillende systemen doen. Als ik het geheel zou moeten beschrijven zou ik het samenvatten als een lappendeken van verschillende systemen, programma’s en werkwijzen. De huidige manier van werken is op deze manier inefficiënt en dus onnodig kostbaar.

Er zouden toch accountants moeten zijn die deze inefficiënte manier van werken willen aanpassen. Waarom niet de dure uren besteden aan advisering van klanten; daar zit de klant echt op te wachten! Hij gaat echt niet meer betalen voor inefficiënte verwerking van zijn financiële administratie. De klant heeft behoefte aan up-to-date informatie per maand of per kwartaal. Wat gestandaardiseerd en geautomatiseerd kan worden had al veel eerder geautomatiseerd vastgelegd moeten worden.

Natuurlijk, maar waarom gebeurt dat dan niet? Waarom zijn er nog accountantskantoren die bankafschriften handmatig overtypen in de financiële administratie? Waarom zijn er nog kantoren die de BTW aangifte van hun klanten handmatig overtypen op de site van de belastingdienst? Dit is maar een kleine greep uit de vele vragen die ik heb na de beoordeling van de dagelijkse praktijk op een gemiddeld accountantskantoor.

Of XBRL dan DE oplossing is ? Ik denk het eigenlijk NIET!

Door de vele aandacht die XBRL momenteel krijgt wordt het belang van met name de standaardisatie duidelijk zichtbaar. Alle XBRL berichten moeten namelijk in het gedefinieerde, gestandaardiseerde formaat worden aangeleverd. De weg hoe het gemiddelde accountantskantoor tot de gestandaardiseerde XBRL rapportage komt staat nergens beschreven en is nergens geregeld. Dat is echt de verantwoordelijkheid van het accountantskantoor zelf. We willen u daar graag bij helpen!

Veel belangrijker is het aanpakken van de ORGANISATIE van het accountantskantoor. De accountant moet nadenken over een andere manier van verwerken van de financiële administratie. Kernbegrippen zijn standaardisatie, single source en eenmalige vastlegging.

Een korte schets van de ideale situatie
Periodiek voert de klant zijn administratie online of levert de klant zijn administratie aan op het accountantskantoor. In het laatste geval verwerkt de accountant de administratie voor de klant. Via zogenoemde webservices (en/of koppelingen) wordt de financiële administratie efficiënt verwerkt. Vanuit het financiële systeem wordt periodiek de BTW aangifte rechtstreeks naar de Belastingdienst verzonden. Tussentijdse rapportages worden vanuit het financiële systeem rechtstreeks naar de klant verzonden of –afhankelijk van de gekozen variant- de klant kan online zijn administratie raadplegen. Na afloop van het boekjaar kunnen de verschillende belastingaangiftes (IB en VPB) vanuit het financiële systeem rechtstreeks naar de Belastingdienst worden verzonden. Ook de publicatiestukken voor de Kamer van Koophandel of de Kredietrapportage aan de banken kunnen vanuit hetzelfde financiële systeem rechtstreeks worden verzonden.

De ideale situatie is dichter bij dan het gemiddelde accountantskantoor denkt. Laat XBRL de aanjager zijn om het bovenstaande te realiseren. En realiseer u: er is winst voor iedereen. Klant blij, accountant blij en de uitvragende partij blij!
